Abstract
:
Objectives: Given the policy changes of the elderly healthcare voucher scheme, we propose to build on our previous work and undertake an evaluation of the extended voucher scheme to continuously monitor its influence on the primary care system. Design and subjects: We adopt stakeholder analysis framework to assess how policy changes affect the Structure, Process, and Outcome of the voucher scheme from the perspectives of policymakers, providers, professionals and patients/public through a mix of quantitative and qualitative methodology. Study instruments: Structured knowledge, attitude and practice (KAP) questionnaire adapted from our previous work and reflecting policy changes will be used for conducting elderly surveys. Discussion protocol developed to gauge professional’s view on facilitators and barriers for engagement will be used for focus group. Main outcome measures: (1) Perceived changes in knowledge, attitude and perception of vouchers resulted from the increased subsidy amount and other policy changes; (2) New factors, processes and mechanisms that influence implementation of the voucher scheme, especially the facilitators and barriers to engaging the private providers; (3) Effect of the extended voucher scheme on service utilization, including (a) relieving pressure on public services and encouraging primary care use in the private sector, (b) the use of preventive services, (c) the development of continuous doctor-patient relationship; (4) Policy implications for future development of primary care and public-private-partnership in Hong Kong Data analysis: Descriptive and comparative analysis as well as regression models for the quantitative data and group analytical approach for analysing recurring themes in focus group discussions.
